    Palladium is seeking Expression of Interest (EOI) for candidates who may be interested to join our team fill in the position for an anticipated project.

The UK Department for International Development (DFID) through UK Climate Change Unit (UKCCU) is providing 10-11 million funding to implement Green Economic Growth Program in Papua and West Papua (GEGP) for 5 years. The objectives of GEGP are : Support businesses directly - Increase the capacity and number of firms working in green enterprises (such as improved crop farming systems and land use practices); Enable firms to grow - Improve the enabling environment for firms that wish to move into green enterprise ? in particular through access to markets, credit and public finance; Build knowledge on green growth - Generate evidence on how to promote green business that can be used to support sustainable development in Indonesia and globally.


Under the direct supervision of the Team Leader, the Women?s Empowerment, Gender & Social Inclusion Advisor will contribute to ensure that GEGP will have an integrated focus on reducing gender inequality and address some of the most challenging social development in Papua and West Papua.

Specifically this person will be expected to:

  • Conduct gender landscape analysis (political, socio-economic and cultural) of the operating context in Papua and West Papua from the gender perspectives, including identification on issues, challenges, and opportunities for women participations in both formal and informal sector
  • Develop GEGP women empowerment, gender and social inclusion strategy, which will accommodate the different priorities, demand and needs for men and women relevant to the GEGP priority areas. The strategy must ensure that the program will address the role of women in enterprise, with a view to reducing gender inequality and social exclusion.
  • Working closely with Result Measurement, Monitoring & Evaluation Manager on developing the ME framework on social inclusion and gender-specific performance indicators.
  • Working closely with GEGP team member to implement the strategy across GEGP activities including providing input to the design of activities / interventions and provide support on monitoring the progress on gender-related indicators.
  • Be responsible for tracking results in terms of GEGP gender impact, including disaggregated data for men and women, as well as other livelihood benefits and women?s ownership of assets and access to land and resources. The role of youth will also be integrated to support young entrepreneurs and smallholder farmers.
  • Working closely with Communication and Knowledge Management Manager to capture gender and social related information and knowledge products


Key Selection Criteria

Essential skills and experience:

  • University degree in political science or law; specialisation in gender studies an asset;
  • More than five years work experience in work related to social inclusion, gender equality, women?s rights, and empowerment;
  • Proven conceptual, analytical, writing skills and demonstrated ability to plan, implement, coordinate and deliver on projects
  • Sound management and organisational abilities; good liaison, communication and negotiation skills.
  • Demonstrable economic / livelihoods programming and/or analysis knowledge and experience
  • Demonstrable experience in participatory methodologies to support high - quality analysis and women?s empowerment
  • Previous experience in writing toolkits, reports and recommendations for a range of stakeholders, including program teams
  • Demonstrated ability to work in a participatory, empowering, culturally sensitive and gender responsive manner
  • A high level of proven oral and written communication skills in Bahasa and English

Desirable Criteria:

  • Master / PhD degree in relevant subject would be an advantage
  • Papua and West Papua contextual knowledge and experience highly desired
  • Exposure / experience in private sector would be an advantage
