Project Snapshot:
This project aimed to scale up quality Kindergarten education across Ghana by developing a comprehensive, fully costed 5-year operational plan. Building on earlier work—including literature reviews, stakeholder consultations, and inputs from technical working groups—the plan was designed for seamless integration into the Government of Ghana’s policy, planning, and budgeting processes.
Project Objectives:
- Develop a robust operational plan to scale up quality Kindergarten education nationally.
- Integrate research findings, stakeholder analysis, and expert recommendations to inform educational policy.
- Enhance the sustainability and quality of early childhood education through clear, actionable strategies.
PDA’s Task:
PDA provided technical support to the Ministry of Education and the Ghana Education Service by guiding the development of the operational plan. This involved synthesizing prior analyses, facilitating stakeholder engagements, and ensuring that the plan met the required technical and policy standards.
How We Went About It:
- Building on Prior Work: Leveraged outputs from the first phase, which included extensive literature reviews, stakeholder meetings, and the work of five technical working groups.
- Collaborative Approach: Coordinated with international consultants (led by Cambridge Education) and local experts to deepen the initial situational analysis and refine the operational plan.
- Integration into Policy: Structured the plan in a narrative format (20-30 pages) that aligned with existing Government frameworks such as the ESP, AESOP, and the Annual Budget presentation to Parliament.
